CMC VELLORE – FIRE SAFETY AND EMERGENCY BEST PRACTICES

DECISION-MAKING TEAM:

Sr. Surgeon, Sr. Anesthetist, Nurse Manager/ Night Supervisor, Charge Nurse)

  • Rush to the spot as soon as information is received
  • Liaise with fire officer to know the level of fire
  • Based on the level of fire, order for evacuation:
    • Level 1 Fire – No Evacuation
    • Level 2 Fire – Full Evacuation of the OR building & Partial evacuation of the next building (Hospital-based)
    • Level 3 Fire – Full Evacuation of the nearby hospital building as well

 

RESCUE TEAM:

Fire Team:

  • Rush to the spot with the required fire fighting equipment
  • Office staff to inform Medical Gas, Electrical & AC Section
  • Try & put out the fire
  • Inform the level of fire the decision-making team & security officer
  • Do possible final-check in all ORs for trapped victims and report to the security officer

 

MEDICAL GAS, ELECTRICAL & HVAC Team:

  • Rush to the Fire spot and report to the charge nurse
  • Shut off their respective supplies based on the area of fire in consultation with the charge nurse

 

STSG (Specially Trained Security Guards):

  • Rush to the Fire Area
  • Take control of all possible exits of the OR
  • Crowd control and clear way for evacuation
  • Assist OR team in transporting patients

 

ADMIN OFFICERS:

DIRECTOR, ASSOCIATE DIRECTOR, MS, GS, NS, PRO, QUALITY MANAGER, SAFETY OFFICER to rush to Central Command Centre

 

MS & NS:

  • Open the bed occupancy status in the CCC computer
  • If required, mobilize extra doctors and nurses to assist in the evacuation
  • Speak to an alternative care site and arrange for beds
  • If the alternate care site is full, arrange a bed in another area/ward
  • Make appropriate announcements on bed availability and alert alternate care site
  • MS to deploy more medical manpower if required (from Emergency Department)

 

GS:

  • Mobilize extra support service staff to assist in the evacuation
  • Arrange for extra resources based on the request by CFO/CSO
  • Liaise with Chief Fire Officer / Security Officer and get the updates
  • Once the information on the situation is under control is received from Chief Fire Officer, order for the event to be called off in consultation with Admin officers

 

Director:

  • Guide PRO in managing Press & Media
  • Liaise with PRO & get updates

 

Quality Manager / Safety Officer:

  • Assist admin officers in familiarizing protocols when required
  • Help in announcing the information through the PA system

 

Communication Technical Engineer:

  • Co-ordinate the whole technical communication process
  • Assist the admin officers in getting the bed occupancy status and the required information from the computer
    • Admin officers have to analyze the situation based on the information given by the Chief Fire Officer and Chief Security Officer
    • If required, inform Govt. Fire service and local police station through CFO & CSO
    • If the situation is brought under control, evaluate the safety and order for the continuation of work

 

Security Officer / CSO:

  • Rush to the Fire spot
  • Ensure security guards are activated and positioned at respective exits
  • Ensure all exits and exit routes are clear
  • Ensure the refuge area for non-critical patients is open and ready
  • Ensure that a security guard is posted near the emergency entrance of the CCC during Level; 2 and level 3 emergencies
  • Update the situation to GS & Admin Officers
  • Ensure the area is cordoned off and access is blocked for non-essential personnel

 

Fire Officer / CFO:

  • Rush to the Fire spot
  • Assess the level of fire and inform the decision-making team
  • Guide the fire team in fighting the fire
  • Make sure the fire is brought under control
  • Update the situation to GS & Admin officers
  • If the situation is brought under control, the Chief Fire Officer in consultation with the head of the electrical, medical gas and HVAC teams, inform the GS that the situation is now under control
